Why the Federal Acquisition Process?

On his first day in office, President Obama challenged leaders in government to "use innovative tools, methods, and systems to cooperate among themselves, across all levels of Government, and with nonprofit organizations, businesses, and individuals in the private sector." The acquisition process represents one of the most important areas of collaboration between government and the private sector.

Unfortunately, it is also among the most complex and least transparent. The Better Buy Project is an experiment dedicated to the belief that there's a lot of room for improvement in the way government buys products and services. We're testing this hypothesis by asking for your ideas on how to make acquisition process more open, transparent and collaborative.

The best part of this project is that the U.S. General Services Administration (GSA) GSA would really like to adopt some of your best ideas. Promising ideas will be selected by GSA to be piloted on an upcoming acquisition, where lessons learned will be captured for future implementation. But that really depends on us, and the ideas we're able to produce.

GSA FEDSIM has begun to act on the ideas you submitted by launching two acquisitions with the new BetterBuy Pilot Wiki. The new wiki, which was originally proposed in an idea on this site, will gather and utilize input from citizens outside the traditional acquisition community to improve the acquisition process. The acquisition process – the way government buys goods and services – is among the most complex and least transparent aspects of government. The Better Buy Project is asking for your best ideas on how to make it more open and collaborative! Promising ideas will be selected by GSA to be piloted on future acquisitions. Market Research and Requirements Definition Phase Forum

UserVoice, Inc. ("UserVoice", "we" or "us") collects (a) the e-mail addresses of those who communicate with us via e-mail, (b) aggregate information concerning what pages consumers and/or users access or visit, and (c) information volunteered by the consumer (such as survey information and/or site registrations). The information we collect is used to improve the content of our Web pages and the quality of our service, and is not shared with or sold to other organizations for commercial purposes, except to provide products or services you've requested, when we have your permission, or under the following circumstances:
  • It is necessary to share information in order to investigate, prevent, or take action regarding illegal activities, suspected fraud, situations involving potential threats to the physical safety of any person, violations of Terms of Service, or as otherwise required by law.

Information Gathering and Usage
  • When you register for UserVoice we ask for information such as your email address. Depending on the service, we may also ask for your name, company name or affiliation, billing address and payment information.
  • UserVoice uses collected information for the following general purposes: products and services provision, billing, identification and authentication, services improvement, contact, and research.
  • Any text, images, or other audiovisual information (collectively, "Content") posted on the Service by you are NOT covered by the Privacy Policy and are subject to the Privacy Policy of the Account Holder for that Hosted Area
Cookies
  • A cookie is a small amount of data, which often includes an anonymous unique identifier, which is sent to your browser from a web site's computers and stored on your computer's hard drive.
  • Cookies are required to use the UserVoice service.
  • We use cookies to record current session information, but do not use permanent cookies. You are required to log-in to your UserVoice account after a certain period of time has elapsed to protect you against others inadvertently accessing your account.
Data Storage
UserVoice uses third party vendors and hosting partners to provide the necessary hardware, software, networking, storage, and related technology required to run UserVoice. Although UserVoice owns the code, databases, and all rights to the UserVoice application, you retain all rights to your data.
Disclosure
UserVoice may disclose personally identifiable information under special circumstances, such as to comply with subpoenas or when your actions violate the Terms of Service.
Security
We take precautions to ensure the security of your personal information. However, we cannot guarantee that hackers or unauthorized personnel may gain access to your personal information despite our efforts. You should note that in using the UserVoice service, your information will travel through third party infrastructures which are not under our control.
We cannot protect, nor does this Privacy Policy apply to, any information that you transmit to other users. You should never transmit personal or identifying information to other users.
Children
The UserVoice service is not intended for children under 13, and we do not knowingly collect information from children under the age of 13.
Children aged 13 or older should not submit any personal information without the permission of their parents or guardians. By using the UserVoice service, you are representing that you are at least 18, or that you are at least 13 years old and have your parents' permission to use the service.
Changes
UserVoice may periodically update this policy. We will notify you about significant changes in the way we treat personal information by sending a notice to the email address specified in your UserVoice primary account holder account or by placing a prominent notice on our site or blog.
