Why the Federal Acquisition Process?

On his first day in office, President Obama challenged leaders in government to "use innovative tools, methods, and systems to cooperate among themselves, across all levels of Government, and with nonprofit organizations, businesses, and individuals in the private sector." The acquisition process represents one of the most important areas of collaboration between government and the private sector.

Unfortunately, it is also among the most complex and least transparent. The Better Buy Project is an experiment dedicated to the belief that there's a lot of room for improvement in the way government buys products and services. We're testing this hypothesis by asking for your ideas on how to make acquisition process more open, transparent and collaborative.

The best part of this project is that the U.S. General Services Administration (GSA) GSA would really like to adopt some of your best ideas. Promising ideas will be selected by GSA to be piloted on an upcoming acquisition, where lessons learned will be captured for future implementation. But that really depends on us, and the ideas we're able to produce.

What Topics Are At Issue?

This project is concerned primarily with the pre-contract-award stages of the acquisition process—the activities that take place before the government "signs on the dotted line" to buy a product or service. Those areas are:

GSA FEDSIM has begun to act on the ideas you submitted by launching two acquisitions with the new BetterBuy Pilot Wiki. The new wiki, which was originally proposed in an idea on this site, will gather and utilize input from citizens outside the traditional acquisition community to improve the acquisition process. Agency Incentives for program personnel to follow FAR 10 & 11 requirements

All Agencies (including Civilian) need to require program personnel to be certified acquisition professionals and make acquisition part of performance plans. Our programs do little or no market research, or if they do, its to find a contractor to trouble shoot technical issues or a single product that is a solution, not develop competition or commercial items availabilty. Until they are rewarded for planning acquisition that are competitive, the focus will be on working daily problem solving issues. They are too busy fighting fires to worry about determining whether a commercial item may be is avaialble to meet the agency needs. And managers don't care if engineers follow FAR they are focused on developing budgets and solving mission issues. FAR 10 and 11 are dreams not requirements.

        But how can you keep records of acquistiion personnel when the acquisition career management system (ACMIS) does not even work correctly? You are right that acquisition personnel are too busy putting out crazy fires to get work done and the FAR is not always properly implemented. In addition, OFPP/OMB issues guidance memos that aren't implemented in the regs. There is no way on earth the average procurement person can get the job done because the system is overcomplicated. Combined with the madness of end of the fiscal year spending, the job is impossible. OMB needs to start there - with the dumping of money at the end of the FY, encourage planning throughout the year, prohibit expenditures in the fourth quarter that exceed the second, and implement your ideas too. Then we might have a workable procurement system.
